Scott #251 issued October 17th, 1894. This is a mint previously hinged 2 Cent carmine stamp from the Bureau Series depicting George Washington. The centering is a little high, and there is slight toning on a couple of the perforations. Also, on the back there is still hinge remnants and the remaining original gum is not complete - please see the images!
Due to condition issues this stamp is priced considerably under Scott catalog value.
