Scott #78 Used with Certificate

Scott # 78 issued in 1863. This is a very nice looking used stamp with  a 1994 Philatelic Foundation certificate. The certificate states it is a genuine Scott 78 Lilac.  When sent in the owner of the stamp sent it in as a 78c, but it is actually a 78.
